Tucson General Election April 3, 1951
This is an election for Mayor and Council Wards 1, 2 & 4. Here Fred Emery leads a full Republican gain on the council that would hold and become complete until the election of 1954. Joseph Niemann, who had been appointed Mayor after the June 1950 death of Mayor Elbert Houston, lost his first race for Mayor. In all 9 ballots were rejected for unknown reasons while a high number of voters voted blank in various races. Note that Ward 1 voted against the majority and recieved representation against their voter intent under the at-large system.
